It is essential for the defense industry to secure professionalism of acquisition manpower due to the characteristics that the scale is getting large, it is adopting cutting-edge technologies, the period is getting longer, and the prices are becoming higher. DAPA should conduct various specialized on-the-job training including civilian-commissioned education.

Set up criteria for qualification for appointment by rank and class for all positions of DAPA so that qualified persons can perform relevant duties and make a personnel management road map for building a comprehensive personnel system in linkage with the factors of T/O, supplement, appointment, promotion and education.

Utilize modeling and simulation (M&S) techniques in the steps of defense procurement for scientific integrated process management of virtual design/testing/production. In June 2007, the "Basic Plan for Implementing M&S Base Acquisition (SBA) for Making Defense Acquisition Procedures Scientific" was formulated and implemented, and in October 2007, the SBA was institutionalized as provisions relating to M&S were reflected on the Defense Industry Management Regulations and M&S Application Guidelines and Working Guidelines were issued.
